The tender seeks to award contracts to provide mail transportation services by road in a network called CRONOS.IPC is a cooperative owned by postal operators and this tender is organized by IPC on behalf of postal operators from Austria, Belgium, Croatia, Czech Republic, Denmark, France, Germany, Hungary, Iceland (via Denmark), Italy, Luxembourg, Portugal, Slovenia, Sweden, UK, USA (via Belgium) who participate in CRONOSThe mail transport services are from postal facilities on specified transport links with specified timings. The network connects postal facilities of participating posts via a Hub to postal facilities in Athens, Bratislava, Brussels, Bucharest, Budapest, Copenhagen, Frankfurt, Lisbon, Ljubljana, London, Luxembourg, Madrid, Paris, Prague, Riga, Sofia, Tallinn, The Hague, Vienna, Vilnius, Warsaw, Zagreb and Zurich.
